Open Source in Distance Education - Ukrainian Case

Abstract

E-development in all of its forms (e-Governance, e-Business, e-Learning) is playing an increasingly important role in this changing world. Societies require equal access to the educational tools and systems, which have to be flexible, accessible and cost-effective. In this respect, Open Sourse can provide extensive coverage, individual choices and high quality educational applications to reduce costs and improve quality of its collaborative development. According to the Ukrainian Distance Learning System's research 99 percentages of all Ukrainian Higher Education Institutions are not able financially to use expensive commercial e-Learning solutions. To mach the Institutional needs and abilities, it is reasonable to use Open Source for authoring software, collaboration software and learning management system.
