Biographical Notes

Steve Worton serves as the Director of Business Modernization and Systems Integration within the Comptroller's Office of the Deputy Chief Financial Officer. In this position he is directly responsible for all the activities associated with the Financial Management Modernization Program, including the development and implementation of the DoD-wide Financial Management Enterprise Architecture. The Modernization Program acts as the lead agent for the Secretary's business transformation initiative for the entire Department of Defense.

Just prior to assuming his Comptroller position, Mr. Worton was Deputy Director of the DFAS Commercial Pay Business Line. In that capacity, he oversaw all commercial payments within the Contract and Vendor Pay Product Lines. In Fiscal Year 2001 these product lines disbursed approximately $155 billion on more than 11 million invoices from DoD contractors and other supported customers. Mr. Worton previously served as the Vendor Pay Product Line Director from April 2001 until his current appointment.

DFAS processes 8.8 million payments to DoD personnel and 2 million commercial invoices, paying $22 billion per month. DFAS handles the accounts for worldwide operations and multidisciplined appropriations of DoD. These financial resources are in excess of $1 trillion.

Mr. Worton has more than 20 years of government financial management experience in the development of accounting and finance principles, standards, policy, and procedures. He has also served as the Assistant Director for Strategic Reengineering and Modernization within the Finance Directorate of DFAS. During this time his responsibilities included the planning, development and implementation of Electronics Business efforts in support of the accounting and finance activities of DFAS and DoD. He also served as the Program Manager in support of various key electronic initiatives such as Electronic Document Management, Electronic Document Access (a web-based solution for DoD access to contracts, vouchers and other information), Web Invoicing System, and Wide Area Workflow in the Electronic Commerce area. In addition, he served two years as Deputy Finance and Accounting Officer and Director of the Systems Accounting Office at Aberdeen Proving Ground, MD.

Mr. Worton's educational background includes a bachelor's degree in accounting from Temple University in 1982 and a Master of Business Administration from the University of Delaware in 1989. He also completed the Advanced Management Concepts Course at the Information Resource Management School, Fort McNair, Washington, DC.

He is an active member of the American Society of Military Comptrollers.
